Release schedule, in season
- October first Monday through March last Monday: weekly Monday release, ~13:00 ET.
- Holiday shift: if Monday is a federal holiday (e.g. MLK Day, Presidents Day) the release moves to Tuesday.
- National + state averages + PADD region averages publish together.
Off-season pause
Between the last March release and the first October release, the SHOPP series is dark. That is ~26 weeks per year with no fresh retail data. Other major news sites continue quoting the March number through summer, which is how you get "heating oil prices" headlines in August citing data 5 months old. EIA

Daily NYMEX NY Harbor ULSD settlement runs year-round. The wholesale-vs-retail page shows the live spread. Dealer programme pages cite the most recent in-season retail and pin the off-season stamp at the top, no pretending it is current.

Why does EIA pause heating oil prices in summer?
The SHOPP (State Heating Oil and Propane Program) survey runs only during the residential heating season. Surveying dealers in July yields stale, non-residential pricing. The series resumes in October.
